At an event for information-technology specialists in Redmond this afternoon, Microsoft CEO Steve Ballmer talked again about Windows Vista sales, a subject of
much confusion and analysis in the past
. It started when an attendee from NASA asked whether Microsoft has learned lessons from slow Vista adoption by corporations, and the decision by
some governmental agencies
to “ban” upgrades to the new operating system.
